From the post on Runescape forum, it has been confirmed that the raffle ticket level cap has been increased to prevent the raffle rigging. Now only accounts with total level 150 or more will be able to enter the raffle, which is enough to stop new accounts being made just to enter the raffle while allowing new accounts that are just getting started to join in simultaneously. In addition, this limitation on the level cap will still exist and be carried out if there are any raffles coming in a future patch. And the Runescape team will continue to monitor this change and demonstrate they will inform all players in time if there are any further changes.

As the bugfix is implemented, players are having different attitudes to the total level 150 limitation.
